Discretionary grants are not illegitimate — sometimes they are the right tool. But they carry higher political risk and warrant closer scrutiny, especially near election cycles.

Cross-referencing grants with donation data often surfaces clusters worth examining.

Caveats

  • Grant data quality varies by program. Some programs disclose only winners; others also disclose applicants, amounts, and evaluation scores.
  • Recipient name normalisation is approximate.
  • We do not judge grant outcomes — just surface the structure of how money was distributed.
