Context
The pattern is consistent across jurisdictions: a framing of unity and urgency, a legal architecture built on emergency instruments, a communications architecture built on repetition, and an accountability architecture that was missing at the critical junctures.
The Coate Inquiry could not identify who decided to use private security at the hotel quarantine programme that seeded Victoria's second wave. Premier Andrews, multiple ministers, departmental secretaries, and senior officials all testified they did not make the decision. The 8 pm curfew that became the symbol of Stage 4 Melbourne was confirmed under oath by Chief Health Officer Brett Sutton to have NOT been recommended by the public health team. The Flemington tower hard lockdown was found by the Victorian Ombudsman to have breached the Charter of Human Rights — the public health advice had recommended a 36-hour notice period; the decision to lock down immediately was political, not clinical.
On the Commonwealth side, the vaccine rollout was sold on the framing of 'safe and effective' and 'take the first vaccine available to you'. CMO Paul Kelly's February 2021 'no upper age limit' claim for AstraZeneca was never formally retracted even as ATAGI progressively narrowed the age advice over the following six months. TGA head John Skerritt's '99.99999% benefit outweighs risk' claim was made under oath at Senate Estimates — the underlying calculation has never been published.
In March 2022, Karl Stefanovic apologised on-air on the Today show for his role in the 2021 pro-vaccine media push. Kyle Sandilands responded on KIIS FM by describing himself as having been 'fit and proper to do the national campaign to con everyone into getting vaccinated'. He did not apologise. He confirmed he had been paid.
