Hook

Politicians, bureaucrats, and their associates — the decision-makers whose public footprint runs through this data.

Key Numbers

  • Register of Interests disclosures [parliamentary]
  • Project and contract connections [BP4]
  • Public statements logged [Hansard + media]
  • Ego-network graph per subject [derived]

Context

"Subject" is deliberately neutral. It doesn't mean suspect. It means "a person whose public-record footprint intersects with Victorian infrastructure decision-making or delivery". MPs, ministers, senior public servants, board members, named associates — anyone whose public role puts them in the flow of decisions.

Each subject has a profile: their bio, their declared interests from the parliamentary register, their public statements on record, their connections to projects we track, and an ego-network graph of their public relationships. The right of reply applies — any subject can request factual corrections, and we make them.

Takeaway

Decisions about billions in public money are made by people. This is who those people are, based on what they have disclosed.

IBAC Operation Watts — systemic corruption exposed
The IBAC investigation revealed industrial-scale branch stacking in the Victorian ALP. While the primary focus was on Adem Somyurek's faction, Donnellan's admission showed the practice extended across factional lines. The system that was found corrupt is the same system that elevated Allan, Andrews, Pallas, and others to power.

Controversy (from Wikipedia)
Luke Anthony Donnellan (born 26 March 1966) is a former Australian politician. He was a Labor Party member of the Victorian Legislative Assembly between 2002 and his retirement in 2022, representing Narre Warren North. He was the Minister for Child Protection and the Minister for Disability, Ageing and Carers in the Second Andrews Ministry from December 2018 until October 2021. He also served as the Minister for Roads and Road Safety and Minister for Ports in the First Andrews Ministry from December 2014 to December 2018. He was a key figure in the lease of the Port of Melbourne, and led negotiations with cross benchers to enable the legislation to pass through the Victorian Parliament. He is associated with the Labor Unity faction. Political career Entry into politics In 2002, Donnellan was preselected as the Labor candidate for Narre Warren North, a new seat with a notional Liberal majority. He defeated the Liberal candidate and has held the seat since. In 2006, he was appointed Parliamentary Secretary for Treasury and Finance, and was promoted in August 2007 to Parliamentary Secretary to the Premier. Andrews Government Following Labor's win at the 2014 Victorian state election, Donnellan was appointed Minister for Roads and Road Safety and Minister for Ports by Premier Daniel Andrews. After Labor's reelection in 2018 Donnellan was appointed Minister for Child Protection and Minister for Disability, Ageing and Carers. In an Independent Broad-based Anti-corruption Com

Admitted to branch stacking — paying ALP memberships
Admitted to paying for ALP memberships in a practice known as branch stacking. This is the mechanism by which factional operatives control who votes in preselection ballots, and therefore who enters parliament. The practice was exposed by IBAC Operation Watts.

Notes

MP for Narre Warren North 2010-2022. Admitted to paying for ALP memberships (branch stacking) before IBAC Operation Watts findings were delivered.

His admission exposed the systematic factional patronage that underpins the Victorian ALP machine: branch stacking controls preselections, preselections control who enters parliament, who enters parliament controls who becomes minister, who becomes minister controls who oversees contracts.

Resigned from cabinet October 2021 but kept his MP seat and salary until the 2022 election. Did not recontest.
