Legislative strategy to reduce parliamentary oversight
Managed the passage of legislation that reduced parliamentary oversight of Big Build projects — including provisions that allowed project approvals, contract variations, and cost changes with minimal parliamentary scrutiny. The Leader of Government in the Legislative Council role was used to manage the upper house.

Created Big Build agencies outside VPS accountability
As Special Minister of State, designed the machinery of government changes that created MTIA, SRLA, and LXRP as standalone agencies outside the normal Victorian Public Service framework. These agencies avoid VPS salary caps, recruitment processes, and departmental secretary oversight. They report directly to the responsible minister.

MLC 1999-2020. Known as the government 'fixer'. Designed the machinery of government that created Big Build delivery agencies (MTIA, SRLA, LXRP) OUTSIDE normal Victorian Public Service accountability frameworks.

These agencies have CEOs earning $800K-1M+ (3-5x normal PS equivalents), avoid normal PS recruitment processes, and report directly to the responsible minister rather than through departmental secretaries.

Also managed legislative strategy to pass controversial legislation including pandemic management powers and infrastructure legislation that reduced Parliamentary oversight of Big Build projects.
