The Big Build Legacy
Andrews conceived and championed the Big Build — the $100B+ infrastructure program that has defined Victorian politics for a decade. The ambition was real: 76 level crossings removed, the Metro Tunnel built, highways and rail upgraded. But the execution has been marked by massive cost overruns ($50B+), a debt burden that will constrain Victorian governments for generations, and a delivery model that prioritised political announcements over rigorous project assessment.
The Timing of the Exit
Andrews resigned in September 2023 — before the Watson Special Commission delivered its findings on CFMEU corruption, before the full scale of SRL cost blowouts became public, and before Victoria's credit rating was downgraded. The timing allowed him to leave on his own terms while his successor (Allan) inherited the consequences.
Hotel Quarantine
The hotel quarantine program failed, causing Victoria's second wave and 801 deaths. Andrews told the Coate inquiry he "didn't recall" who made the decision to use private security instead of ADF personnel. Only Jenny Mikakos resigned. No other minister was held accountable.
The Red Shirts
The Victorian Ombudsman found $388,000 of parliamentary funds were misused to pay campaign staff during the 2014 election that brought Andrews to power. The ALP repaid the money. No individuals were prosecuted.
The CFMEU Relationship
Andrews maintained close working relationships with the CFMEU throughout his premiership, even after John Setka's criminal conviction in 2019. The CFMEU was the dominant union on Big Build worksites. The Watson Special Commission later found systemic corruption.
