Daniel Andrews — The Architect

Executive Summary

Premier of Victoria from 2014 to September 2023. Launched the Big Build infrastructure program. Oversaw Victoria through the longest COVID lockdowns in the world (262 days). Resigned before the worst of the debt, CFMEU, and cost overrun crises became undeniable.

The Big Build Legacy

Andrews conceived and championed the Big Build — the $100B+ infrastructure program that has defined Victorian politics for a decade. The ambition was real: 76 level crossings removed, the Metro Tunnel built, highways and rail upgraded. But the execution has been marked by massive cost overruns ($50B+), a debt burden that will constrain Victorian governments for generations, and a delivery model that prioritised political announcements over rigorous project assessment.

The Timing of the Exit

Andrews resigned in September 2023 — before the Watson Special Commission delivered its findings on CFMEU corruption, before the full scale of SRL cost blowouts became public, and before Victoria's credit rating was downgraded. The timing allowed him to leave on his own terms while his successor (Allan) inherited the consequences.

Hotel Quarantine

The hotel quarantine program failed, causing Victoria's second wave and 801 deaths. Andrews told the Coate inquiry he "didn't recall" who made the decision to use private security instead of ADF personnel. Only Jenny Mikakos resigned. No other minister was held accountable.

The Red Shirts

The Victorian Ombudsman found $388,000 of parliamentary funds were misused to pay campaign staff during the 2014 election that brought Andrews to power. The ALP repaid the money. No individuals were prosecuted.

The CFMEU Relationship

Andrews maintained close working relationships with the CFMEU throughout his premiership, even after John Setka's criminal conviction in 2019. The CFMEU was the dominant union on Big Build worksites. The Watson Special Commission later found systemic corruption.

Survival Rating: 2/10 — World-Class at Quitting Before the Bill Arrives

Daniel Andrews entered politics young and never left voluntarily until the timing was perfect — for him. He resigned before the CFMEU findings, before the SRL blowout became undeniable, and before the credit downgrade. In the private sector, this is called "selling before the crash." It's the one transferable skill he has.

What Would He Put on the Resume?

  • **Leadership**: Led a state for nine years. Left it with $150.9B in debt, a housing crisis, and a construction union scandal. But the level crossings are removed, so there's that.

  • **Crisis Management**: Managed Victoria through COVID with 262 days of lockdown. "I don't recall" who made the hotel quarantine decision that killed 801 people. In the private sector, "I don't recall" under oath gets you a defamation suit, not a graceful exit.

  • **Strategic Timing**: Resigned at precisely the moment that maximised his legacy and minimised his accountability. This is genuinely impressive. Most CEOs who drive companies into the ground stick around too long. Andrews knew exactly when to leave.

  • Who Would Hire Him?

Andrews would thrive in corporate crisis management consulting — specifically, advising executives on how to leave before the consequences arrive. His ability to announce big projects, claim credit for the vision, and exit before the cost overruns hit is a skill set that certain corporate boards would pay handsomely for.

He would be catastrophic in any role requiring sustained delivery, transparency, or accountability.

Most Likely Post-Politics Career: Already reportedly consulting. Probably earning more than he did as Premier, with none of the scrutiny. The private sector rewards people who know people — and Andrews knows everyone.
