Context
Council rates are one of the most direct taxes in Australian life. You pay them and you expect roads, waste collection, parks, libraries, and planning in return. This page lists every Victorian council with the core numbers: total expenditure, capital works, rates revenue, and — most importantly — what proportion of that rates revenue is being consumed by corporate and governance overhead rather than reaching the services that justify the rates.
Nine years of VLGGC data means you can see the trends, not just a snapshot. A council whose governance ratio is climbing every year is telling you something about its direction.
