Council Accountability Rankings
Hook
Which Victorian councils are the most accountable — and which are the least? A ranked scoreboard.
Key Numbers
- All 79 councils scored 0-100 [composite model]
- Factors: governance ratio, LGPRF compliance, FOI responsiveness, audit findings [multi-source]
- Year-over-year movement tracked [trend]
Context
The council accountability rankings are a composite score. Each council is rated across governance spend efficiency, LGPRF reporting compliance, freedom-of-information responsiveness, VAGO audit findings, and transparency of financial disclosures. The weights are published — we don't hide how the score is built.
A low score is not an allegation. It is an observation that a council is harder to scrutinise or less efficient than its peers. A high score is not a seal of approval — it's an observation that the council is doing the basics of accountability well.
Peer effects matter. Small rural councils face real constraints that large metro councils don't. The score accounts for that, but imperfectly. Read the weighted breakdown before drawing conclusions about any single council.
Takeaway
Every council is different. Every council is also spending your money. A ranking is a starting point, not a verdict.
