How to read it

Scroll top to bottom. The expenditure breakdown is the most actionable chart — it shows what share of rates payments is becoming governance overhead vs roads, waste, parks, libraries, planning, etc.

Caveats

  • Service categories can be hard to compare across councils (e.g. one council may classify CEO office under "governance", another under "corporate services").
  • Year-to-year restatements happen; we carry the latest figures.
